Your department pauses until you pick a plan. Nothing is deleted. It picks up exactly where it stopped. If you'd rather not continue, do nothing and you won't be charged.
Yes, any time, from Settings. You keep access until the end of the month you've paid for and you're not charged again.
Yes. Changing plan is done from Manage billing on your Billing page.
